Dear Friends,
Subject: Lessons From Gurudaspur
We have today to share with you the “Lessons From Gurudaspur” drawn by nobody other than K P S Gill, a living legend, whose services towards securing the country against the foreign-aided Khalistan insurgency is now history.
While the full report is attached, we are trying to list out the lessons drawn from the terrorist attack launched from Pak-soil:
1) that the incident was in continuation of proxy war by Pakistan is not the issue.”India will have to defend itself”.
2) there was visible unpreparedness in this sensitive border district of Gurudaspur.
3) that the standard of the “Special Weapons and Tracker’s Team” (SWAT) has gone down was evident. It is sadly observed that unless a crisis situation is on hand, these institutions are pushed to degeneration and decay, badly politicised and just allowed to degenerate throught sheer neglect.
4) A few of those valiant fighters who had fought the earlier insurgency are still there to support the system. But, tragedy is many of them are in jail on “trumped up” charges of human right violations.
5) there was an uphill battle against the “civil bureaucracy”. A “genious” of a Joint Secretary in Delhi had opined that a civil force should not be given weapons like AK-47 even when fighting against the terrorists using sophisticated weapons.
6) that meant that “you do not realise that you do not prepare for terrorism after it has happened. You must prepare for all times”.
7) The State governments do not prepare at all. No doubt the Centre will need to help them. (Note–‘May be a national security doctrine on the subject will have to be worked out and put on the net, if that has not been done already).
8) It was rather surprising that the current NDA government have stopped the modernisation grant, which is an unwise move. This is despite the fact that the IB has been constantly issuing warnings that Punjab is a “sensitive State”.
Shri Gill, therefore, finally observes:
· Dinanagar is just a sign of threats to come. The regional and global environment is deeply troubling, and Punjab is a frontline state. It is crucial that the CT capacities of Punjab Police be restored. All police stations along the international border, in particular, need to be strengthened. Crucially, the issue of morale also needs to be addressed. No attention is paid to the fact that dozens of police officers and men who fought terrorism at its peak continue to languish in jails, and many others are still facing interminable and mischievous prosecution.
· There are proliferating threats of a global Islamist terrorism today. It is high time that concerned citizens, the media and elements in the political constituency made a concerted effort to bring substantive issues of CT policy, strategy and tactics to the fore, instead of wasting efforts on high-decibel nothings.
Friends, in the light of Shri Gill’s overall assessment, we cannot do better than sharing this with the concerned in the government in case it has not been studied by them yet.
