Canker in Bangladesh

Subject: ISIS Dance In Bangladesh

While world-wide, the ISIS are being forced to contract themselves because of pressure from all sides as well as on grounds of diminishing financial conditions. But it seems, the ISIS have been zeroing on in Bangladesh and Nepal. Signs of ISIS presence in India are also showing an upward trend.

Now on Bangladesh. The lead Editorial in The Statesman of June 9, 2016, titled, “CANKER IN BANGLADESH” (copy attached) puts it as “The surge of ISIS in Bangladesh has been no less insidious than its mortal fundamentalism in Syria and Iraq.”

It further specifies that the killings in Bangladesh “have been in the nature of targeted strikes on religious minorities”. These minorities have included Hindus, Christians and Buddhists. As we know, there have been six such ISIS strikes on non-Muslims in Bangladesh in 2016.

Commenting on the woefully inadequate response from the ruling Awami League government, the edit adds that the ISIS have extended their dominance to the extent of creating in people’s mind the impression that the government have become impotent. This gives rise to the suspicion that the State have extended some kind of tacit support to the ISIS from behind the scene. A valid doubt is that the incompetent government, who had come to power by default, were trying to buy peace.

The edit rightly concludes:

“The inbuilt threat to the stability of Bangladesh is more insidious than the government in Dhaka is prepared to accept. It is more than a mere law and order issue, which is what the administration’s response to the killings would suggest. There is a canker at the core; the machete is but a symptom of the overwhelming malaise.”

Should we add the canker or call it a cancer, is a debilitating disease, with no effort or will on the part of the State to get rid of the same.

Now, our concern for the fettering canker. With signs of ISIS elements showing up here and there in India, security analysts will suspect ISIS having an eye on making an effective entry as quickly as possible into India, but it must be said on behalf of the Muslim brothers in India in general that they have not shown any signs of any overt support to the ISIS-related developments in Syria-Baghdad. Neither Al Qaeda or their worthy successor ISIS have been happy about it.

Nevertheless, it will be imperative on the part of both the Centre and the States to take a serious note of the canker in Bangladesh. Occasional press statements by the Union Home Minister or statements by the Prime Minister, such as, the one made by him in the US that we should not take terror by its religion, will not pass the reality test on the ground. Too many vacancies in Intelligence or other security-related bodies are being suffered. The ground situation in the States are no better. And, security is a state subject. Intelligence and training are in the concurrent list. That the challenge posed by the ISIS will deserve to be appreciated properly and demonstrated accordingly and effectively on the ground to the vox populi is no longer an option. It is a MUST DO situation. The impact or the reverberations of the ‘canker’ in Bangladesh, with no signs of the malaise being faced, much less being tackled, by the government there, imposes a greater responsibility on the shoulders of the government of India. From this easterly neighbour Bangladesh to India is only half a step. Intelligence coordination between these two countries and also with Nepal is a security imperative.
