Subject: NGOs—Serious Threat To National Security
With whatever little one had learnt and can even now do so from outside the government framework, there would be no doubt that this, the institution of NGOs constitutes a positive security threat to the safety and security of the nation as a whole.
We have a bold statement and shall justify it to the hilt. Some of you might recall we had some time back written to the Centre (The Ministry of Home Affairs) on the subject. Of the four reports on June 7, June 13, June 18, June 20, (all in 2014), the one to the Union Home Minister titled, “Request for Appropriate Action on Burgeoning Growth of Foreign Finance-aided NGOs in India” sent out on June 13, 2014, was marked to the Union Finance Minister & PMO also. Today, let us in the same connection refer to a small report (copy attached) on the finances of the NGOs in the country, appearing in “The Pioneer” of January 28, titled, “None Of 67k Delhi NGOs Filed Returns: CBI To SC.” Although it does not give the total all-India picture, what has come in it is sufficiently indicative of what the overall scenario in this respect would be.
Attention is drawn to the fact that the States of Assam, Rajasthan, Kerala and Punjab, which are among the sensitive States in the country, are the total defaulters! What does it mean?
And, friends, we feel the overall picture will be still worse if figures that the Intelligence Bureau (IB) would be having, were merged with what the CBI have presented. We apprehend that has not happened, as it often happens in the government. The IB had earlier reported to the PMO that foreign-aided NGO’s were actively stalling development programmes in the country, the details were incorporated in our circulatory mail of June 7, 2014
Equally significant is the fact from which country/countries the fund for these NGOs has come or comes. It is known that the majority, if not the cent percent in some places, is from foreign countries, at times from such non-descript countries one will have to stretch one’s imagination to believe. This is nothing but what is commonly known in intelligence parlance, as third party operations.
It will not be difficult to appreciate that in case you have noted in our recent mail how the CIA has been so successfully operating from behind the scene in Christianity’s spread and growth.
The threat potential gains exponentially when it is seen that many of the NGOs or Christian missionary organisations, duly aided by foreign funds, seek permission for visiting remote places for helping tribals or similarly distressed SCs/STs in most god-forsaken areas. When asked reasons for choosing a particular place for such charitable work, the missionary zeal often evaporates and answers are hardly received.
The setting up NGOs is just like a play-thing. Two friends sit down and an idea strikes them to explore raising money. Gather some unemployed friends, draw up a decent charter of purpose to serve the country. It may then be a question of time only before you get the license after so-called police verification. And, then, you can carry on as the large numbers of such bodies are carrying on.
Indeed, the task of monitoring the mush-room growth of NGOs and thereafter ensuring that they abide by the rules laid down is indeed vast. At no given point, the government will ever have enough resources for that. The police verification work is not among the priority tasks in the police charter. And, at any given point of time, there will be hundreds of such verification cases from the armed forces, from the regular police forces, for recruitment to senior bureaucratic ranks and what not. We all know how this verification matter goes.
So, here we have hundreds of organizations (NGOs),mostly with people of unverified credentials but often flush with unaccounted for money from dubious sources. What can we expect from this scenario? Accountability is something never heard of in this world. Well, experience suggests things could in effect and on the ground could be much worse than what is depicted above.
We, therefore, in this circumstance, do not feel either shocked or surprised at the limited picture thrown up by the report in “The Pioneer”, cited earlier. So, now we hope your threat perception of this “a natural or regular phenomenon” would have undergone some change. The way-out is government redesigning the entire process of setting up an NGO, then closely monitoring the activities of the NGOs, involving the machinery of the State Government also. And, finally, extending hands of cooperation to the government by you and we, collectively and individually, as you are fond of saying. The task is beyond the competence or ability of the government alone. For the government that cannot meet the requirements of the regular police and intelligence activities, this will be beyond them.
