Land Mafia harassment of Pakistani Hindu Refugees in Rajasthan
Hon. CM Smt. Vasundhara Raje Scindia ji,

I on behalf of PHRR Program and board is writing to express our grave concern about a pattern of unabated harassment and discrimination against approximately 200 persons belonging to 35 families living in Jodhpur, Rajasthan who have migrated as refugees from Pakistan after facing insecurity based on their Hindu faith. The families are legally residing at: Ward No. 62, Anganava Village, Pabuji Temple, Khasra No. 74, per explicit permission of the Government of Rajasthan.
In the past several months, there has been a concerted effort by local ‘land mafia’ criminals to illegally evict the 35 families and seize their land, through the harassment of the girls and women legally residing at Ward No. 62, as well as numerous incidents of violence against children.
In particular, the following acts have taken place at locations like Bappu ji Mandir where Govt. has allowed temporary accommodation permit to refugees.

The acts are in violation of the following legal provisions involving the harassment directed at women and girls, as well as the purposeful discrimination of these families, based on their place of birth (being Pakistani Hindu refugees): Section Article 15(i) of the Indian Constitution: (“The State not to discriminate against any citizen on grounds only of religion, race, caste, sex, place of birth or any of them”); Section 298 A and Section 298 B of the IPC (prohibiting Eve Teasing); Sec. 509 Indian Penal Code (IPC) (prohibiting sexual harassment; Section 120A of IPC (prohibiting conspiracies for illegal acts). These acts are also in violation of Indian national and Rajasthan state law prohibiting violence.
Based on the foregoing, we request that the State: (1) Provide immediate security to the families living in Ward No. 62, Anganava Village, Rajasthan; (2) Open an investigation into the criminal activity which has taken place thus far; (3) issue a Restraining Order against suspected criminals to prevent further violence against the families at issue.
PHRR Program request Rajasthan State Govt. led by Hon. Chief Minister Vasundara Raje and Hon. Home minister of Rajasthan to direct Jodhpur DIG and Police Officers to help affected Pakistani Hindu refuges by controlling local land mafia group actions aimed at Pakistani Hindu refugees and educate Land Mafia people to have more empathy for refugees struggle and sacrifices.
